The Evian Conference of July 1938 was an early attempt by the world powers to respond to the persecution of German Jews. Despite their concern, however, most of the attending nations refused to allow any significant increase in Jewish immigration to their countries. This refusal convinced Hitler that the world actually cared very little about his harsh acts against the Jews. The conference participants did manage to form the Intergovernmental Committee on Refugees, which was charged with helping refugees find sanctuary. The poorly-funded committee proved to be ineffective in aiding Jewish refugees.
